Our main emphasis will be on interpersonal communication. We begin with a summary description of Philippine society, Filipino political values, and Philippine governmental structure, i.e. of the setting in which political communication takes place. Then we identify three types of needs that government can satisfy. For each need we examine the political arena in which that need is most commonly satisfied, describe the formal and informal political structures involved, and describe the channels, styles and content of the communication. For each of the three types of needs we note also how their fulfillment unites and divides communities. Finally, we suggest some changes that appear to be in progress involving the Philippine political system and political communication. We conclude with some observations concerning the functions of interpersonal communication in a Third World democracy.
